Budget Officer
- Organizes budget information for Supervisor and Town Board, provides elected officials and department heads with revenue and expenditure reports and advises them of the fiscal condition of the Town;
- Prepares annual Town budget based on revenue/expenditure estimates from departments;
- Acts as liaison to department heads regarding budgetary matters;
- Reviews expenditures, including documentation, confirms availability of funds, and submits claims for payment;
- Provides advice, guidance and makes recommendations with regard to fiscal effect of projected policies and programs;
- Participates in the formulation and implementation of town fiscal and operating strategy and policy.
Bookkeeper to the Supervisor
This is an administrative level position that involves responsibility for the performance of a variety of complex and highly confidential clerical, accounting and administrative tasks in support of the Town Supervisor and departments of the Town of Moira.
The essential nature of the work is such that a substantial degree of personal confidence exists between the person in this position and the elected Town Supervisor. There may be interaction between this position and the senior level and/or management staff of other Town departments and various external agencies.
This position provides financial administrative support to the Town Supervisor and the Town Board for a broad range of responsibilities. A variety of payroll management functions in support of Town operations are also a requirement of this position.
Investment Manager
The investment of available funds is an opportunity for local governments to generate additional revenue. Failing to invest idle cash is equally as costly as paying an excess amount for a commodity, entering into an unneeded contract for services or issuing unnecessary debt.
In conjunction with the Town Supervisor, the Investment Officer implements the Town's Investments and Deposits Policy, with the goal of lowering investment risk while increasing the opportunities for higher
investment earnings.
The Town currently participates in the New York Cooperative Liquid Assets Securities System (NYCLASS) which is a short-term, highly liquid investment fund, designed specifically for the public sector. NYCLASS provides the opportunity to invest funds on a cooperative basis in short-term investments that strive to prioritize safety, liquidity and yield.
